I am trying the same stuff in my local environment. The scenario is:
I have Virtual Box and VMWare Workstation. I have successfully exported a VirtualBox image to VMWare and it is working fine. Next I downloaded the OVF Tool and ran the command:

$ovftool  

It converted and created 4 filed:
1. mf file
2. ovf file
3. vmdk file
4. disk image.

When I tried importing the ovf file in Virtual Box, it failed with the following error:
Failed to import appliance Debianexport.ovf.

Error reading &quot;Debianexport.ovf&quot;: unknown element &quot;Config&quot; under Item element, line 48.

Result Code: VBOX_E_FILE_ERROR (0x80BB0004)
